Step Up II - Strengthening and organising collective bargaining, more power/tools for workers

12/03/2025

Over the last 24 months EFBWW has implemented its EU co funded project Step up, Strengthening and organising collective bargaining, more power/tools for workers.

The project is designed to enhance cross-border trade union cooperation, coordination and support with the aim of improving working conditions in the construction, wood, and cement sectors. It also seeks to strengthen the establishment and effective functioning of European Works Councils (EWCs), promote the right to organise and enforce collective bargaining rights.

The project has three main objectives:

1. To strengthen cross-border trade union cooperation, coordination and assistance in the formation and proper functioning of European Works Councils.

2. To strengthen collective bargaining rights and access to collective bargaining information at national and European level,

3. To improve and strengthen the working and employment conditions in the European construction, wood and cement sectors.

To achieve these goals, a comprehensive mapping exercise and desktop research were carried out, culminating in the publication of a dedicated report and EFBWW recommendations.

The report examines the wood and construction sectors in Europe, aiming to provide a comprehensive understanding of both the economic and industrial relations dimensions. By combining a review of employment trends with an illustration of social partners, collective bargaining structures and workplace representation bodies at both national and European level, complemented with the results of a survey administered to national trade unionists, and EWC members and coordinators, the report establishes a foundation for assessing the current state of development of industrial relations and workers’ access to collective protection at work.

Throughout the project, three workshops were organised, bringing together EWC members and coordinators to discuss key challenges, priorities, and examples of good practice.

This work led to the development of a toolkit that compiles good practices and practical tips across the project’s three core areas:

• Improving Working Conditions & Collective Bargaining

• Strengthening Trade Union Organising

• Enhancing EWCs for a Stronger Worker Voice

Finally, the project delivered a comprehensive video about EWCs, what they are, what they do, why they are important and how EFBWW can further enhance and support them.
