CLEARSITE (Construction Legal Enforcement And Resources to Support the Integration and Treatment of TCNs in Europe) is a joint project by the EU-level social partners in construction, EFBWW and FIEC.

It builds on the FELM project (2021–2023), which looked at the rise in TCN (third-country national) workers and companies in the EU construction sector and identified quite a few challenges, especially around recruitment, legal compliance and enforcement. CLEARSITE aims to turn the results of FELM into practical tools by creating joint guidelines that show how to recruit and employ TCNs fairly and legally and how to better integrate TCNs into the construction workforce.

These guidelines will be based on desk research, case studies and site visits in several different EU countries as determined and developed by the steering committee, which will be made up of (an) external expert(s) and affiliates from the two organisations, FIEC and EFBWW.

The guidelines will cover four main areas:

1. safe and fair recruitment

2. retention and integration of TCNs in the construction industry

3. training of TCN workers, and

4. cooperation with labour inspectors and enforcement bodies.

CLEARSITE will improve how existing EU rules are applied, support fair labour mobility and strengthen cooperation between social partners and enforcement bodies.

The results will be useful well after the project ends, especially for employers, trade unions and national authorities.
