Training Manual - The Green Transformation of the Building and the Construction Sector

The European Federation of Building and Woodworkers (EFBWW) in partnership with the Just Transition and Climate Department (JTCD) of the International Trade Union Confederation (ITUC) commissioned a comprehensive REPORT and a SUMMARY which examines the status of the green transition in the European construction sector, its impact on workers, and the role of trade unions in guiding the transformation.

Based on the report, a manual was elaborated which enables experienced union practitioners–who are not professional trainers–to deliver a practical, one-day training on the Just Transition in Construction. Using the provided slide deck, handouts, card sets, and session plan, you will help participants (shop stewards, works council members, sector negotiators) understand the effect of EU policies, examine union actions, and shape collective bargaining responses concerning the green transition in the construction sector that protect and empower workers.

With the manual a trainer will know:

What to teach: key concepts, EU policies, and the four core CBA areas (Employment, OSH, Skills, Working Conditions).

How to teach it: a step-by-step, interactive format (short inputs + small-group work + report-backs) with timing, materials, and facilitation tips.

How to choose modules: Sessions are modular. You can run all three or combine them as needed (see “Aims of the workshop” below).

What to use: slides (Just_Transition_Workshop_Final.pptx), Session Plan, EU-Policy Discovery Cards (Session 1), Case Studies AT/BE/ES (Session 2), and CBA Card Stacks (Session 3).

You only need basic familiarity with the green transition in construction; the manual and materials provide the rest. Trainer notes throughout the document help you with group organisation, language grouping (if you use this in a multi-lingual setting), and reporting formats to make facilitation smooth and engaging.
