European Social Security Pass - improving enforcement and worker-protection

The EFBWW supports an ambitious ESSPASS that strengthens enforcement and worker protection while improving practical access to social security rights in cross-border situations. ESSPASS must deliver real-time verification and effective access to data, not simply a digital storage of scanned documents. It should reduce fraud risks linked to PD A1 and strengthen workers’ ability to confirm coverage and track their rights throughout their working lives. To be successful, ESSPASS must move beyond pilots and exploratory phases and be implemented through a binding and interoperable EU approach, developed with meaningful involvement of the social partners. An individual European social security number for all citizens, but prioritising mobile workers, should remain the real, long-term ambition for social security coordination in the EU.
