Study shows two-tier rule to limit subcontracting improves transparency in public projects in Norway

The Norwegian Institute for Labour and Social Research Fafo published the study - Experiences with regulations limiting the use of subcontractors in public procurements. The report was presented by Hege Espe of Fellesforbundet at the EFBWW event in the European Parliament on subcontracting.

The note presents findings on the effects of integrity provisions in public procurement within the construction sector, specifically rules that limit the maximum length of subcontracting chains.

The study shows that the national two-tier rule - as well as the one tier model used in Oslo - has improved transparency and oversight in public projects and helped reduce risks linked to long and complex subcontracting chains. The report also shows that this was and is not considered as a “controversial issue” by the industry.
